The first “Kabul Process” was held in the presidential palace under tight security measures eight months ago.
The second round of “Kabul Process” will be held on Wednesday 28 February at the state department’s headquarter in Kabul. Peace efforts led by the Afghan government and fighting against global terrorism said to be the main issues in the summit.

Representatives from 25 countries at the level of foreign ministers and envoys of international organizations have been invited to the meeting.
Government officials say the “Kabul Process” is an umbrella for the initiative of other countries in order to provide peace in Afghanistan.
“Other regional efforts, such as Shanghai Cooperation Organization and Moscow Summit to provide peace and security in Afghanistan, will continue under Kabul Process umbrella led by the government of Afghanistan,” Shakib Mustaghni, the state department’s spokesperson told DID Press Agency.

The presidential palace announced that it will offer its “peace plan” at Kabul process with the presence of representatives of the world. The plan is a joint work of the National Security Council, the Hugh peace Council and the state department.

The first round of Kabul process held in Kabul was pushing to reach an international and regional consensus about peace and stability in Afghanistan.
The representatives of America, NATO, and 20 other countries had attended the meeting.
The Afghan officials say “Kabul Process” is the initiative of Afghanistan, claiming if the process leads to peace, in fact, peace is being led by Afghans themselves.

At that meeting, president Ghani said he is ready to agree on Taliban’s office in Kabul or in any other countries provided that Taliban be really committed to peace with Afghanistan. He also said this is the last chance for Taliban. “If Taliban are not ready, we cannot make peace.”
This comes as talks between Taliban and the government of Afghanistan have always been the axis of conflict. Taliban claims the Afghan government is the US puppet and they do not negotiate with America’s puppet.

The first round of “Kabul Process” held at a time when Kabul was shocked by a deadly attack of Haqqani network in Zanbaq square; an assault that claimed the lives of 160 and wounded more than 500, causing widespread protests in the capital and other provinces.
The second round of Kabul Process is being held while more than 400 people were killed and wounded in Taliban’s attacks on former interior ministry building and Intercontinental hotel.

Meanwhile, the chairman of HPC Karim Khalili described recent Taliban’s attacks to destroy “peace process.” although country’s political experts do not believe in the work of HPC, stressing that HPC suffers a clear policy against Taliban.

The national security adviser Hanif Atmar has said that more than 55,000 terrorists operate in Afghanistan.
Although the residents of capital Kabul hope for a stable peace in the country, these meetings are suspicious and do not believe in its positive results.

“So many sessions, why they do not destroy Taliban and Daesh. Why they do not suppress them in the battlefields. Sessions are useless and they must be destroyed,” said Roqaya, a resident in Kabul.
